In ages of the knowledge-based economy, with our country joining the WTO, a great deal of foreign advanced business enterprise enter the market of our country, putting forward the huge challenge to the Chinese business enterprises. Under the complicated market competition environment, the human resource is the most important resources of the business enterprise development. As an important part of the business enterprise's human resource, the executives conduct strategic establishment and carries it, playing a very important role in the modern business enterprise's management strategy process. The human resource of the executives are the important source and basic assurances for the modern business enterprise's keeping the competitive advantage.In the flourishing regions of western china, state-owned business enterprise has the prominent position in the region economy development. From a certain meaning up say, for the economy rising of the flourishing region in western china, the key lies in the state-owned business enterprise's developing.Finding out the problem of the western china state-owned business enterprise's performance management, analyzing its reasons and providing some countermeasures according to the performance management theories and experience, is the aim of this study. A lot of scholars have studied the executives performance management of state-owned companies, but most of them only study the permanent management of all the state-owned companies of china, don't take the specialties of the western china into account. So it is necessary to study the improvement path of the executives'performance management in developing western china state-owned companies by analyzing the fact.The main creative of the study is placed in following:(1) In western flourishing region, state-owned economics'specific weights, the state-owned business enterprise quantity is many and the scale is opposite smaller and the companies'concentration in vocations of resources, three line business enterprises( contain the military industry), heavy industry and the traditional industry, comes to a decision that western developing region is special from other region in the executives'performance management of state-owned companies. This study means to provide some advices based on the analyzing of the fact of executives'performance management of western china stat-owned companies, to improve the performance of the state-owned companies in western region of china .(2)The writer has deal with the performance management of the executives in developing region of western china for some years. It help us has another view to the executors'performance management form the government and provide a new way to solve the problem.
