At present,the issue of high salaries and on-the-job consumption of senior management of state-owned enterprises is still controversial.At the same time,we should see that the state-owned enterprises are not unique to China,but also because of the special conditions of our country,we have produced some problems in China.At present,many state-owned enterprises in the senior management of monetary remuneration and business performance is not linked,and even state-owned enterprises senior management of monetary remuneration,in-service consumption and business performance upside down phenomenon.In recent years,SASAC and other relevant departments at all levels continue to introduce relevant regulations to adjust and standardize the senior management salaries and on-the-job consumption system of state-owned enterprises,among which the relevant regulations issued by the relevant departments of the State Council are of the greatest concern.In the beginning of 2015 the formal implementation of the "central management of the main person in charge of the remuneration system reform program" and "on the rational determination and strict norms of the central enterprises responsible for the performance of duties,business expenditure views" from the monetary and inward consumption of both The senior management of central enterprises to limit and monitor the remuneration,which "not only the central government appointed central enterprises senior management of the total set of the maximum amount of compensation,and asked to reduce the financial and non-financial industry pay level gap." Although the government has introduced many policy proposals and guidance for the problems of state-owned enterprises,the problem of high salaries and over-employed expenses of state-owned enterprises is still not effectively controlled and this paper is also expected to study the government’s policy The specific impact of the salary and on-the-job consumption of state-owned enterprise executives.The research of this paper is mainly from the basic theory,combined with other scholars of the existing research proposed hypothesis to verify.Previous studies have found that state-owned enterprise executives often have the ability to influence their own pay levels and affect the amount of in-service spending.And when the government limit payments,often lead to state-owned enterprises to reduce the absolute amount of monetary remuneration,but also affect the other personal income of the situation.In this paper,the listed state-owned enterprises listed on the state-owned enterprises in 2011-2015 as a sample to study the government limit and executive control of the executive currency pay and the amount of in-service consumption impact.The results are as follows: 1,on the whole,when the stronger control of state-owned enterprises executives,executives can get the amount of money paid more,but the specific indicators of the central enterprises and local state-owned enterprises in some of the results of the study.2,on the whole,when the stronger control of state-owned enterprises,the more the amount of business consumption in the enterprise,the same part of the central and provincial enterprises in some of the differences.3,the government limit salary and all state-owned enterprises executives have a significant negative correlation.4,only the amount of central enterprises in the amount of consumption and government limit factors significantly negative correlation in the local state-owned enterprises in this relationship has not been tested.In this paper,by studying the government limit and the control of state-owned enterprises on the executive compensation of state-owned enterprises and the impact of the amount of in-service consumption,to understand the role of the current government pay policy.For the government to further standardize the state-owned enterprises executive pay system and on-the-job consumption supervision system to provide some policy recommendations.
