Science and technology are the important factors and forces in promoting the development of modern productive forces and are the first factors in economic growth. How to play the role of science and technology in the economic and social development is a great important issue in the various countries and regions, it relates to a national and territorial socio-economic development and the development and growth of enterprises. Study on the forming mechanism of the territorial science and technology(S&T) business function is the research to fill the theoretical gaps and is significant to all provinces and cities on playing to the role of the S&T business function.In this paper, I have research on the theory and practice of the territorial S&T business functions, focus on the research of the forming mechanism of the territorial S&T business function, both in the developed areas of territorial S&T business function to sum up experience; In theory on the basis of the study, we make countermeasures of playing the role of territorial S&T business function in Jilin. Study results are of great significance in guiding the booming technology and technology enterprises and technology investment and other practical work.Currently in China, the theoretical circle of scientific and technological achievements into the study also small, S&T business function right to undertake research on the more rare and S&T province, booming technology and technology enterprises and technology investment and S&T Marketing and the proliferation of value-added theory is still in a state of deprivation. The vast majority of municipal authorities and companies in this regard are the lack of theoretical and practical reference guide, government management at the disorderly state enterprises in the initial operation of the original state. The performance of Jilin is the more prominent. This state needs to be given to solve from both theory and practice as soon as possible.Play S&T in the commercial activities is the function of various countries and regions have attached great importance to the issue. Empirical Research is in Jilin Province. The current scientific and technological achievements into Jilin level is not high, S&T Business function is still very limited, in present economic development more elements of the pursuit of quality under the new situation, playing the role of S&T business functions issue in Jilin seems more pressing urgency. The importance of this research is:1. At present, the research on the territorial S&T business functions in theoretical circles of China, particularly on its forming mechanism also less. The thesis research in this field theory study added new content, contribute to the S&T business function theory;2. At present, the level of playing the role of S&T business functions and macro-management in Jilin is still very backward. Governments at all levels relevant competent departments also lack the right, forming the theory and practice the guiding ideology. The thesis research will fill that gap, playing for the development and enhancement of S&T business function of ideas and policy responses provide theoretical and practical basis. Meanwhile on the speed of the development and growth of the enterprise to further enhance the market value and cost-effectiveness is the important guiding significance.This paper studies the theory and practice, mainly from the following three aspects:1. Theory research on the Territorial S&T Business Function: The theory of literature on the basis of the study. First, this paper defines the connotation of the territorial S&T business function. It is S&T play the role in economic and social development in provinces (municipalities). Then generalizing the S&T business functions should have the following characteristics: (1) various S&T resources direct and indirect role in the integration; (2) a market-oriented marketing process; (3) both of risks and benefits; (4) interest-driven and multi-participatory; (5) dynamic.In this paper, on the basic explain of the territorial S&T business functions, we defined forming mechanism of the territorial S&T business function, it is the formation process of the role of the S&T in the economic and social development in the provincial (municipalities); summarized the functions of the territorial S&T business forming mechanism of the five characteristics, that is, short-term, value-added, cooperative in nature, flooding profit and cyclical in nature. Then analyze the territorial S&T business forming and function played by many factors, including the following nine : (1) the scientific and technological achievements; (2) environmental factors; (3) risk factors; (4) Business; (5) intellectual property; (6) interest factors; (7) organizational mechanisms; (8) funds; (9) innovative mechanisms factors. Finally we analyzed the specific forming process of the territorial S&T business function from four aspects. These four areas are : (1) new products for the economic and social development have a direct role in the scientific and technological achievements; (2) the patent reserves for the economic and social development of the indirect effects of the results of basic research and applied research; (3) scientific research institutions and other economic and social development of indirect backing of the S&T; (4) S&T image for the economic and social development of the indirect effects of invisible S&T resources. This paper presents the territorial S&T business function theory points. Purpose is to achieve the first theory.2. Practice of the S&T business function in domestic and foreign advanced provinces: focus on the United States, Britain, Germany, Japan and other major developed countries in the S&T business to play a useful function, in the process of sum up the experience in advanced provinces of China in S&T business function and lessons aimed at summing up experience, identify gaps;3. Countermeasures of playing and enhancing the S&T business function in Jilin : summarized into three main ones are : (1) changes in concepts, vigorously improve the awareness of science and S&T, to create image S&T; (2) to enhance leadership, the government played the correct direction; (3) building territorial S&T business platform.From basic research in a sense, the thesis from the perspective of a new scientific research results into marketing or technological achievements, academic research innovative, will enrich and develop the role of scientific and technological achievements of penetration and S&T marketing theories and methods in China. In practice, The research results is the much-needed guide in the fierce market competition, create market value so as to maintain a healthy, sustained and rapid development, it will also become theory support of provincial and municipal governments in provincial science and S&T development, scientific and technological development in S&T investment in order to promote rapid economic development of relevant policies.
