Research On Hi-tech Industry Internationalization Level Appraisal

Hi-tech industry becomes the competitive focus more and more among countries .It is the internality power for internationalization. It brings the chance and challenges to join the WTO for china . In the situations ,it is a valuable topic that how is the chinese hi-tech induatry compared with some other countries and how to face with the international market and walk to the world successfully.In another side ,the internationalization level varys from one area to another area in china.Though there are some study about the internationalization ,the compare is primary between districts in a country, few between international and more between countries than districts.The study is bare to bulid the scientific ,reasonable model of hi-tech industry appraisal system.On the backgroud ,it has the great value in theory and practice field to compare the level between districts besides between countries.Hi-tech industry internationalization means the course which searchs for the producing elements in the whole world from the R&D, producing to managing according the international rules and tradition. in order to improve the continuous competitive ablity and coving area, make the condition of causing the commodity and industrialization. Internationalization pattern is various according to the economy development and resource type because the backgroud of society, culture , history and the time of internationalization are not same among coutries.On the macroscopical base, the patterns are going out and going in. On the microcosmic base, it shows the management action. So the patters are becoming the whole in a company and between companies (cooperation between companies). The whole in a company have three types .Thay are the level ,the plumb and the mixed whole internationalization.Nowadays, the hi-tech industry shows the situation that the developed coutries control the total development. The developed countries including America control the direction of hi-tech industry and hold the important location in the international chain. In the hi-tech industry value chain, China is in the production field .Now China is facing with chance as the same as challenge. The developing countries should not only make the best of the relative advantage but also take up with cultivating the central ablity of competition. On the condition of opening door and strengthening international cooperation ,we should develop in ourself way in order to change the situation and become a strong country of the hi-tech industy. The index system is the base for quantitative analysis and qualitative analysis and for building the appraisal system of hi-tech industry internationalization level.The index system consists of 19 quantitative index and 5 qulitative index. The rate of every index is confirmed by the AHP and the appraisal methods are both FCE and MODE. The appraisal system of hi-tech industry internationalization level is built. As a case for district level is Jilin province and Guandong province. The appraisal result is that the internationalization level of hi-tech industy in Guandong provine is clearly higher than in Jilin province from the mark .In the internationalization environment ,the result is"common"in Jilin province and"higher"in Guangdong province. Guangdong province is higher than Jilin province in trade internationalization, producing & investment internationalization and technology innovation internationalization field. So we can gain the result that the difference is obvious between Guangdong province and Jilin province. The model can also appraise the internationalization level between countries. As a case for country level is China and America. The result is America is higher than China in hi-tech industry internationalization. In the internationalization environment side, the result is"common"in China according to the mark which is higher than 0.55 ,lower than 0.70 and is 0.6664. On the contrary, the result is"high"in America according to the mark which is higher than 0.85, lower than 1 and is 0.9385. By the indexs mark, we can draw the conclusion that America is higher than China in trade internationalization , producing & investment internationalization and technology innovation internationalization field.The appraisal result of districts and countries shows the internationalization of hi-tech industry is not high in china and it is different in districts. It is the reason that some elements affect the interantionalization level inclding trade field, producing & investment field and technology innovation field and so on. So we should make some measure to improve the interantionalization level from the infection element. The govement should innovate the trade system and make a good environment for internationalization development. The financing system of hi-tech industry should be changed . The system of science and technology innovation will develop in order that the ablity of innovation in science and technology field is improved .One of the most important thing is to bring up the ablity of R&D.
