Research On The Relation Between Human Capital And Industrial Cluster-The Case Of Dress Industrial Cluster In Zhejiang Ningbo

Mankind enters the 21st century of its history. Against the economic globalization background, world economy develops very fast and industrial cluster becomes the development's new bright spot and theme of international cluster nowadays. In the home and abroad study of industrial cluster, at present, many researches on the industrial cluster's formative condition and developing power, are about the aspects of cluster production's characteristic, supporting institution, external economy, area's economic and cultural condition. Few people take human capital as an independent factor to discuss cluster's formation and development. It is a consensus to many national governments and scholars, that human capital is the real source of economy development in the era of the knowledge-based economy. Human capital plays an important role in the development of industrial cluster. So it is necessary to take human capital as an independent and key factor to discuss industrial cluster's formation and development. Taking Potter's thought, the paper divides the development of industrial cluster to three stages: formation, development and recession. Also, the paper divides human capital. During different stages of industrial cluster's development, the paper analyses the relation of different human capital and industrial cluster.Human capital is a sort of local resource. It does not exist any where and any time, somewhere have lots and some other regions have few. For example, there are lots of human capital in Zhejiang Province. In the formation progress of industrial cluster, some human capital establish their enterprises and innovates, and then more human capital will establish new enterprises and innovate. The exteriority of innovation will promote the germination of industrial cluster. At the same time, human capital may be the important factor of industrial cluster's recession. When industrial cluster develops to a certain stage, the geographical nearness enlarges the risk of enterprise's innovation and the exteriority of product's innovation, which will cause the inertia of special human capital in the technology innovation. The same of enterpriser's mental model will cause fall of innovation capability and increase of imitate behavior. Because innovation is the driving resource of industrial cluster's development, the decrease of innovation action and the increase of imitate action, will cause industrial cluster loses energy and product loses competitive advantage, which will cause the recession of industrial cluster.Based on theoretic analysis and case analysis, the article discusses the relationship between industry cluster and human capital which the scholars didn't deeply study. The aim of this paper is to reveal relations with industry cluster and human capital, which is based on analysis industry cluster and human capital. The writer tries to inform industrial policy makers of cluster's living mechanism and provide them with an analysis mode, which will promote the development of district economy.
