Industrial cluster contribute to the development of area economy and national economy greatly. Since the notion had been put forward in 1990's, it contract the concerns of economics, sociology, geography and the other subjects. It also serve as an important research object for some cross-subjects such as spatial economics, neo-economic sociology,neo-economic geography and make huge progress. The importance of social capital on development of industrial cluster embody in the some fruits, but mechanism of transmit had little been mentioned.This paper requires into the transmit mechanism of social capital to the cluster's development and upgrading and put forward several hypothesis from the visual angle of social capital. It begin with binary latitudes of social capital and probes into the mechanism on cluster's development and upgrading respectively. Tacit knowledge serve as the bridge for promoting industrial cluster's upgrading by trust and network.This paper probes into the transmit mechanism from binary latitudes: trust and network. Firstly, based on the classification for trust, this paper analyzes the importance of infra-group trust and its transmit mechanism on the cluster's development, as well as the limitation to upgrading. Similarly, based on the research on universal trust's influence mechanism on industrial upgrading, this paper demonstrates that industrial upgrading relies on universal trust. Secondly, this paper analyzes the network and proposes that upgrading of industrial cluster do not relies on increasing of embedded relation, but relies on an equilibrium between embedded relation and market relation. At the same time, this paper introduces the small world theory in theory of diagrams and researches the synchronization in development and upgrading of industrial clusters with a model of 8 components small world, then this paper describes the upgrading path's dependence on tacit knowledge from the latitude of network. At last, this paper demonstrates the importance of information and knowledge in cluster's upgrading and their close relation to social capital through 5 cases analyses from different area and different development level.
