Our country is in the important period of economic reform, how to seize thedomestic demand, improve the living standards of farmers, it’s not only related to thelong-term development rural economy,but also to social stability, national long period ofstability.After the tax-sharing system reform, especially after the2006nationalcomprehensive the abolition of agricultural tax, it has changed the rural public goodssupply in our country: by farmers as the main body of the supply system to nation as themain body of the supply system.In such a changing, on one hand the tax-sharing fiscalfinance and grass-roots face property of power asymmetry greatly, on the other hand,theagriculture tax grassroots financial main taxes after the cancellation, lack of funds andserious face in grass-roots finance.In such case, the supply of Chinese rural public goodscaused a lot of new problems in the practical work, how to solve these problems, it is ainsurmountable problem to be placed in policy makers, especially the grass-rootsgovernment.Based on discussing the comprehensive description of literature home and abroad toas the start, and through to the comparison the difference of public goods and privategoods, public goods in city and rural public goods.In the analysis of the rural tax and feereform and rural public goods supply, differences in supply effects, advantages anddisadvantages of problems later, summed up the main problems of the current ruralpublic goods supply in our country, explaining the causes of the problems of the twopoint of view through the quantitative and qualitative analysis.With Japan, South Korea,Indiain the rural public goods which can be used for reference, tjhen,the acticle putsforward practical measures to solve the current problem of rural public goods.The thirdchapter as a focus of full text, through the variables discussed, explains the shortage, thedifference urban and rural economic development mode and the lack of farmers’participation in decision-making is the crux of the matter.Hope to provide reference forrelevant policy making.
