The problem of income distribution is analyzed in this paper from the perspective of system, in order to understand deeply to the development changing and the realistic condition of income distribution in our country, and propose some policy suggestion to solve the problem of wider gap between different inhabitant's incomes in our country on this foundation, this paper firstly outline the theory of income distribution, then propose the analysis frame of income distribution system, that is income distribution mechanism and the related policy of income distribution, the judgment of income distribution system is discussed too. Based on this analysis frame, relating with government deepening the theory of income distribution and condition of inhabitant's income in our country, two level system of income distribution are analyzed. Income distribution system first is a dynamic transformation of mechanism, gradually transforms by the planned economy income distribution mechanism into the market economy income distribution mechanism in our country, the related policy of income distribution is also making the corresponding transformation, but income distribution system is imperfect. The changing and condition of income distribution system has decided the changing and condition of inhabitant's income in the very great degree. Based on above concrete analysis, how to perfect our country income distribution system? Two suggestions are proposed, that is consummating the market economy system in the primary distribution sphere, Slandering income distribution order firstly; secondly, enhance the adjustment dynamics to inhabitant's income distribution in the redistribution domain.
