Income distribution has been a hot issue of concern to public, scholars and government. Three decades of reform and opening up, China's economy has entered the ranks of great powers, but the situation of unfair income distribution has appeared. If this issue unsolved, not only Affect the sustainable development of China's economy, but also destroy the achievement of reform and opening up, even endanger the social stability. Discuss the problem of unfair distribution in the transformation period has academic and practical meaning.This article has research the theory of income distribution and policy through domestic and foreign, including Adam Smith, David ? Ricardo, Marshall's theory of income distribution; Kuznets "inverted U hypothesis"; Clark, Keynes, Samuelson Theory of income distribution, etc; Marx's theory of income distribution; domestic scholars on the relationship between fairness and efficiency-related arguments; the evolution of income distribution policies in the transformation period.Secondly, this article has study by analysis of large amounts of data to discuss the main problem of income distribution, including: income gap between urban and rural areas is too large; large income gap within the industry and between industries; an interregional income gap is too large; slow growth of wages; the total wages in the part of GDP is declining. The reasons caused unfair distribution is:Administrative monopoly; existence of vested interests; the tax system is unreasonable; the social security system is not perfect.Finally, this article has proposed the policy suggestions in order to achieved equitable distribution: breaking the monopoly; regulation and control industry high-income; adjust the industrial structure, education structure, employment structure; improve the income level of workers; improve the social security system; building service-oriented government; establishing the basic system of property rights protection...
