Study On The Sustained Development Of The Developing Zone In Resourced-Based City

Along with the approach of the economic ages, development of the developing zone in resourced-based cities has entered to a new stage, which also aroused many new problems. The special policies with attraction power to the developing zone have expired in succession, and the implement of Chinese citizen's treatment weakens the policy advantage obviously. Because of the influences of such a series of affairs as the strategy of Development of western China, China joining WTO and the scarcity of human resources of resource-based city and weakness of hi-tech industry with new pattern, the developing zone in resourced-based cities meets many pressures for implementing the export- extrovert type strategy fetching the foreign capital as the main development method. Because the whole pattern of the policy and investment development changes, the earlier established business enterprises in the developing zone face a lot of problems of the profits falling and stopping or changing production with the influence of the product life cycle regulation, which exposes the weakness and risk of the isolated island economy belonged to the developing zones in resourced-based cities. Developing zones, especially those of the resource city face the problems of relocating, adjusting strategy and starting a new undertaking. Simultaneously, the developing zone in resourced-based cities wins huge opportunity with momentous strategy of "Growth of central China" and "Development of western China" as well as soaring energy sources price. The sustainable development of the developing zone in resourced-based cities has become a new research point gradually, and it is a great topic of the economic development in nowadays. In china, the cities with mineral resources have special and important position and function in society and economy development.The article focuses its summings-up on the experiences of the sustained development through studying the regulation of the sustainable development of the developing zone in resourced-based cities. The study can provide references for the building and developing of the developing zone to push forward the district economy prosperity. It has an important and strategic significance towards pushing forward the boom of the district economy and carrying out the sustainable development of our economy. It forms the theories frame that has the widespread meanings about the sustainable development of the developing zone in resourced-based cities based the systemic research on the related theories and fulfillment of it. The main conclusions are as follows:Firstly, the connotation and the basic contents of the sustainable development of the developing zone in resourced-based cities are defined theoretically. The key problem of the sustainable development is to establish a characteristic industrial group based on resource, which includes two basic aspects, i.e. reasoning analysis and practical measurement. And a concept of characteristic industrial groups is brought forward.Secondly, innovation countermeasure to management system of the sustainable development and a new idea of exploiting human Resources Management is put forward from organization structure level.Finally, some new standpoints about financing method, intensive utilization of lands and invest environment construction is presented from exterior environment level.
