| Resource-based cities commonly exist in China. Moreover, its natural geographic conditions and development model of planned economy period lead to certain particularities of resource-based cities, such as relatively large scale, non-separation of administration from enterprises, low-level marketization, low-level outwardly-oriented economy, narrow resources concepts, etc. Because the natural resource is the non-reproducible resources, resource-based cities have the specific rule and the cycle from growth, mature and decline. Economy development faced with "resources traps".Compared with the natural resource, the human resources are the first resources and has the longer-term impetus function to the resource-based cities economy growth. This paper at first embarks from theory of the human capital and the human resources development. Set Ordos, Daqing and Fuxin an example, elaborated systematically human resources actual situation of resource-based cities growth period, the mature period and the decline period and summarizes the common characteristics. Secondly according to the three stages of human resources characteristics, construct human resource development system for introduction and training, structure adjustment and industrial transformation. Characteristics of growth period is mainly introducing and training talents,the characteristics of the mature period is mainly training technology and innovation talents, the characteristics of the decline period is mainly transferring surplus labor force. Combined with characteristics of human resources development, points out the human resources development model of Resource-based cities namely technology and innovation model, employment and service model, business and industry model as well as liquid and store model. At the same time the paper takes Ordos city as an example and analysis human resource development model. Based on the existing problems of human resource in Ordos city, give priority to choose liquid and store model. Mainly introducing resources-based professionals for extensions of industrial chain, introducing scarce talents develop the new industry and constructing the corresponding human resources store policy. Take technology and innovation model as auxiliary for improving the innovative environment and take business and industry model as complement for promoting cities sustainable development. |
