The Policies Studies On The Sustainable Development Of The Resources-Based Cities

Resources-based cities are a principal type in the urban functional classification. Most of resources-based cities are built on the resources-based enterprises, the resources-based enterprises'development give rise to the resources-based cities'transition and shape the Resources-based cities. The resources-based cities have made great contributions for the economic construction and social development. But some problems that the resources-based cities owned restrict it's development. Therefore, how to realize sustainable development of the resources-based cities and the resources-based enterprise is a world's problem. Dongying city is a typical oil resources-based city, we discuss the evolution process between Dongying city and Shengli oilfield, and the paper go deep into a sequence of problems during Dongying city and Shengli oilfield'sustainable development.At the same time, we make a deep comparison on some foreign resources-based cities'policies and measures during the cities economic transformation and sustainable development, these can give us some good experiences and methods during the resources-based cities economic transformation in china. In recent year, China Centre Government hurried with split away the societal functions from state-owned corporations, the roles of government and enterprise are all taking place primary change. Therefore, the resources-based cities must shoulder the responsibility on their own,and exert main impact on the public management .Through more than 40 years'development,Dongying city is during the course of depression of life-cycle , and facing the decrease and exhaustion of resources, how to realize sustainable development of Dongying city and Shengli Oilfield, there are some viewpoints:Firstly, Local government and Shengli oilfield must sit roles each other again and take part the duty each other. Secondly, Local government must transform functions,and exert main impact on raising the standard of public service,accelerating the constructions of urban basic facility,strengthening the governance of social law and order,dealing with social contradiction in phase, etc. Thirdly, China Centre Government and Local government must increase the strength of policies support,set up the effective compensation mechanism of the Resources-based cities ,such as the resources exploitation compensation fund,the resources-based cities industrial transformation compensation fund,the resources-based enterprises profit fund, etc. Fourthly, government must hurry with adjusting the main industrial policy of the resources-based cities, making the best of regional advantages of Yellow River delta,hurrying with the city primary industrial transformation, developing and strengthening the relative industries of petroleum, cultivating and developing other primary industries, setting up the diversiform and multi-level city industries, realizing the sustainable and harmonious development.
