| As a kind of cities which may prosper thanks to the richness in resources and depend on resources industry to a great extent, the resource-based cities, on the one hand, bring a dramatic effect on industrialization process and economic growth; on the other hand, along with depletion of natural resources, the related industries of resources will get into a mess while the cities will confront with economic slowdown. Thus, the conflict between the industry civilization and ecology civilization in resource-based cities will stand out more obviously than which in the other cities. For avoiding such vicious circle, dispelling"non-harmonious effect"of the industry civilization and building a resources-saving and environment friendly society to realize sustainable development, the resource-based city must transform the industrial development mode by carrying out industrial innovation. On the basis of the characteristics and the status quo of industries of resource-based cities, learning from the conceptions and principles of ecology and environmental science, this paper follows the law of industrial innovation and resource-based cities development to study the low-carbon mode of industrial innovation of the resource-based cities. From the sustainable development thought, this paper lays stress on two practical paths, i.e."Circular Mode"imitated the function of biogeochemical cycle in biosphere and"Symbiosis Mode"used the rules to the process of co-evolution in ecosystem. For demonstrating the feasibility of the two modes, this paper chooses Kailuan National Mine Park of Kailuan Group at the enterprise level of industrial innovation and South Lake Eco City of Tangshan at the support systems level as representatives separately.Through the demonstration of the two representatives, this paper concluded that as follows: 1) industrial innovation is the only way that the resource-based cities could realize sustainable development. The essence of the resources industrial innovation is the process to get rid of non-renewable resource dependence. Through technology innovation, management innovation and system innovation, industrial innovation transforms the traditional industries which damage the environment by mining and processing non-renewable resource in large scale into energy efficient, environmentally friendly and sustainable industry following laws of the synergic development of industrial ecology; 2) we can't equate industrial innovation with expanding high technology (hi-tech) industry and industrial diversity, neither can we set up hi-tech industry development zone and eco-industrial park(EIP) in blind pursuit. Industrial innovation need to use the local condition to the advantages, exploit opportunities and revolve weaknesses. Industrial innovation should be a flexible dynamic process instead of a programmed process; 3) the demonstration of the two cases in this paper indicates that: as the dominant role of industrial innovation, enterprises could use industrial symbiosis mode to break through the industry boundaries, expand industrial space, and improve the ability of industry self regulation, on the other hand, the support systems of industrial innovation should provide a proper support environment by carrying out circular mode which makes use of the cycle driven by"Resources—Production of goods and services—Extraction of renewable resources", taking the least consumption of resources and environmental costs to realize the most economic, social and environmental benefit. |
