Research On The Problems Of Small Towns Planning In Hebei Province

The construction and development of small towns are of important significance in improving theeconomic and social development in Hebei province and in solving "agriculture, rural area and granger"problems. Ever since the opening of the 15th Assembly of the Chinese Communist Party, a series ofpolicies, such as "cities help country", "industry nurtures agriculture in return" and rid agriculture taxesnationwide have been started, which greatly promoted the development of small towns, theconcentration of countryside population towards small towns, the concentration of private-run venturestowards industrial estate, and lead the development of small towns in Hebei to a new historical stage.However, while the small towns in Hebei are developing rapidly, some conflicts and problems havearisen concerning itself: there are less features in industrial development, the third industry developswith lower speed andin lower level, the concentration of population is in a smaller scale, non-farming israther lower in degree, development takes on a tendency of unbalance; the area of town is rather smallerin scale; the financial income is also low, the investment system is unsmooth and there is a severeshortage of funds and of sustainable development; the town-run industries are rather lower in scale andthe economic strength is weaker, and so on so forth. There are no distinct strategic instructions inplanning the development of small towns, no scientific economic managerial mechanism and patterns,which leads to the decentralization and disorder in the development of small towns, diseconomy is theutilization of land, environmental pollution, illogicality of industrial structure and ill-matching basicestablishment; there are no laws or codes regulating the planning and construction of small towns, thusthe small towns and the districts fail to coordinate the development of each other organically andconfines the function of small town in helping the districts; the resources of small towns are transferredwithout conditions, and there is disorder in executive management, which leads to repetitiveconstruction and waste of resources, etc. The problems mentioned above not only have bad effects onthe production and life of small town dwellers, but also restricts the healthy and sustainabledevelopment of an economic society of small towns in Hebei Province in the long run.This thesis starts with the development conditions, features and problems of small towns in Hebei,centers closely on the three key and critical problems faced with the layout of small towns: theutilization of land resources, biological environment and basic establishment construction. There is athorough analysis of the problems themselves and the their causes, such as, the restriction from thesystem and government supervising functions, the restriction from the financial system, and fromnonscientific planning and no corresponding laws or regulations. Based on the analysis, the fundamental principles that should be followed in planning the development of small towns in Hebei and acomprehensive conception of the planning are put forward, together with the countermeasures that canbe taken to cope with the three key problems faced in the planning of small towns in Hebei.This thesis explores the operative countermeasures that can be taken to resolve the problems arisingin the planning of small towns in Hebei forcefully, so that it can be of any instruction to theconstruction of small towns in Hebei, hence to hasten the solution of problems concerning "farmer,country and agriculture".
