Currently, to fulfill the basic farmland protection indicator issued by the overall land use planning, the administrative unit at a lower level first reports its affordable indicator to the unit at a higher level by self, based on the overall situation being reported, the unit at a higher level determines final indicators of all units at a lower level by comprehensive balance and gives the orders. While such practice achieves the task in quantity, it ignores requirements of land quality and spatial distribution as well as takes no account into the real conditions of the administrative units at a lower level; therefore, the rationality and scientific nature of the result obtained actually waits for discussing. Along with the gradual perfection of basic farmland protection system and the overall land use planning, the scientificity of basic farmland indicator decomposing has become one of the key factors affecting the formulation and implementation of basic farmland protection planning Based on the cultivated land graduation results, the thesis decomposes the basic farmland indicator reasonably as well as optimizes its spatial distribution in order to adjust and balance the protection indicators of villages and towns according to the requirement of "no reduce in quantity, improve the quality, and stabilize the general distribution". The thesis makes an empirical research on Taixing’s basic farmland indicator decomposition, of which the main content includes:(1) According to the current situation of the cultivated land and the basic farmland of our country, combing with researches on protection of the cultivated land and the basic farmland at home and abroad, the thesis expounds theories of the cultivated land graduation and the basic farmland planning. In addition, it studies technical methods of the cultivated land graduation and the basic farmland indicator decomposition.(2) Taking Taixing of Jiangsu Province as an example, it analyzes the process and result of the cultivated land graduation, establishes decomposition system of the basic farmland indicator and determines the objective weight of evaluation indexes by entropy weight coefficient method. Based on a comprehensive consideration of the objective weight and subject one, the ultimate weights of all indexes are defined, which provides the basis for calculating comprehensive evaluating coefficients of all towns. As a result, indicator of the basic farmland planning is decomposed preliminarily. At the next step, the comprehensive ranking method is adopted to optimize and adjust spatial distribution of primary indicator. Accordingly, the indicator tasks of the basic farmland planning of all towns in Taixing are finally determined.
