Research On Different Types Of Villages And Towns Land Use Planning

From the micro level, the general plan of the exploitation of the village and town landreflects the general plan of the exploitation of land. The plan influences the superior’scommand of the guideposts and the nation’s implementation of the relevant land policy. Itis also closely connected with the nation’s speed of economic development. Lagged by theresearch of draw up technology, some general plan of the exploitation of the village andtown land can’t keep pace with the fast economic development. Then, the general planconstrains the construction of local urbanization and the development of the society andeconomy and hinders the stable development of the special industry.In order to improve the general plan, to have the land planning achievement a betterservice for the society, to drive the town a comprehensive development, this paperresearches the relevant theories domestic and overseas and it selects classification indicatoras total industrial output value proportion, industrial added value, total value of agriculturaloutput proportion, and so on. It divides the towns into four types: industry-oriented town,agriculture-oriented town, suburban-oriented town and comprehensive-oriented town bythe method of hierarchical clustering. This paper also analyzes the characteristics ofdifferent types of villages and towns land use so as to clear the primary task of the land use,to determine the principles of the plan, to lay down different principles for the varioustypes of the town land use and raise relevant implementation of protection measures. Theresearch results include the following points:(1)The current general plan has its shortage in the “elasticity”, the guiding ideology ofthe plan and Index distribution and spatial distribution of the land. So, on the basis of thetowns’ distinctive characteristics of the industrial structure and the natural, historian,environmental advantages, the types of the towns can be divided into the four followingtypes: industry-oriented town, agriculture-oriented town, suburban-oriented town andcomprehensive-oriented town. This paper also aims to draw up different plan according todifferent types of towns by analysis the shortage of the current land utilization in planningguiding ideology and spatial arrangement and other aspects. These plans are designated.The flexible index distribution of various types of land balances each industrialdevelopment, and improves the implementation of general plan. This paper confirm theprinciple of planning and primary mission and optimize land quota distribution and landspatial arrangement, by which we could explore and complete the current village and townland use planning in out country.(2) In order to increasing accuracy of classify, this paper mainly use two methods:Euclidean Distance and Furthest Neighbor method, which divides the towns into four types:industry-oriented, agriculture-oriented, suburban-oriented and comprehensive-oriented. Industry-oriented town emphasizes the development of industrial park, which is animportant carrier of out country’s industrial development; agriculture-oriented town is afoundation of our country’s food safety and the goal of plough redlining can workable ornot, and it attaches importance to agricultural industry development; suburban-orientedtown appears the phenomenon of city size inflated and the rural population to urbanmigration and the land use structure completed, so that the primary mission of landplanning is relieve the contradiction between construction land and faming land;comprehensive-oriented town includes various industrial structure. In line with differentindustrial combination, this determined the different feature and connotation of towns.(3)This paper defines the connotation of the different types of the towns’ general planof the land exploitation and the primary target. From the index of the land allocation ofdifferent sectors and the optimization of the spatial distribution of the land use, we canconclude that: the land exploitation of the industrial-oriented towns attach its importance tothe location and pattern of the industrial parks. During the attribution of the index, thesekinds of towns should firstly satisfy the inseparable need of the local industrialdevelopment for the constructions and protect more of the soil, the source of water andenvironment. All these are to complete the sustainable land use. The agriculture-orientedplan put its emphasis on the basic farmland plan and protection. It analyzes the attributionof the distribution of the better farmland and divides the fecund farmland into the basicfarmland preservation area. So it can guarantee the completation of basic targetcommanded by the superiors in quality and quantity and the Land reclamation projects toimprove the basic facilities of the irrigation and water conservancy construction.Meanwhile, it must optimize the layout of the rural resident area and improve the residents’agricultural production and living environment. The suburban-oriented towns aim tonegotiate the ambivalence of the land use of the towns’ construction and land use ofsuburban’s agricultural development. Firstly, it must guarantee the city expand theconstructions smoothly. Then, all these will push forward the suburban’ development of theagriculture. Due to the complex of the types of the industry, the comprehensive-orientedtowns use its land on the basis of the towns’ actual industrial circumstance and balanceland use for various industrial departments to develop a comprehensive industry andcultivate the rural characteristics.(4) This paper studies Fengxin County as a example, and it selects the proportion ofindustrial output, the added industrial value, the proportion of the service industry output,the ratio of Crop planting area occupying the whole town land, the index of agriculturalland, the index of the ratio of the land exploited by the town constructions, the index ofrural residential land use, the index of convenient transportation, the proportion ofagricultural population and other index. All the fourteen indexes are to construct theclassification index system of the villages and towns. I will classify the fifteen towns in XinFeng County into different types on the basis of Q type hierarchy clustering analysismethod and develop the Ganzhou Town into industrial-oriented town, Songbu Town intoagriculture-oriented town, the Chian Town into suburban-oriented town and FengchuanTown into comprehensive-oriented town. This paper concludes: that we should emphasizethe condition of land utilization of the Huangxi industrial parks, the Changfeng highway,the ring road the land utilization and such construction in the process of the GanzhouTowns’ land use. It also lays down the control index of the added land used forconstruction and the protection of the basic farmland accompanied by the plan of importantconstruction project to optimize the general plan. In the process of Songbu Town’s land use,it primarily ensures the distribution of qualitative farmland, putting them the basicagriculture protection area with out influencing planning the town. At the same time, weshould enhance the land development, completes the relevant construction waterconservancy facilities in the farmland, fully excavate the potential productivity ofcultivated land. During the process of Chizhen town’s land use, we must make sure thequantity and area of land used in the city expansion optimize the distribution of the specialfarmland and improve people’s living quality in the towns. Fengchuan Town aims toexploit land economically and intensively, optimize the proportion of land used bydifferent industries, to complete the construction of basic service infrastructure, to speed upthe reconstruction of old city and completes the cohesion of overall urban plan and generalland use plan.(5)Researching the general plan of land exploitation of the four towns, Ganzhou,Chian, Songbu, Fengchuan, this paper would put forward the secure measures used for theimplementation of the plan from legal, administrative, technical and social supervisoryaspect.
