In 2006 the grain yield of world reduced 1.6 percent, the number of starvation people isincreasing by 4 million. Since 2003 the grain yield of China has gotten a plentiful harvestand has steadily increasing production, but it only has based on the low level of grain yieldin 2003 with the balanced state of relation between supply and demand. As one of 13 maingrain production areas in China, Hebei province is crucial in keeping food security bothlocal regional and whole nation. So the study on the food security in Hebei province is notonly important for Hebei province, but also important for the nation.Based on former research and analysis of actual status both at home and board, thispaper brings forward the definition of food security in Hebei province, what'meaning ofkeeping balance for food supply against demand in Hebei province. Supply securitymeans that the grain yield keep stability and the average grain yield per person should be400 kilograms. Demand security means that the grain yield should be satisfied the directdemand and the indirect demand. Moreover, it should has the ability to deal with someaccidents and catastrophe from mankind and nature. The storage grain should not be below18ï¼…of the total consumption.According to the definition of food security in Hebei province, this paper forecasts thedeveloping trend of food both supply and demand in Hebei province. In the forecast offood supply, this paper analyzes devotion factors, such as land, labor force, substance,finance and technology. The paper forecasts the ability of food production. In the forecastof food demand, the paper forecasts the demand of grain ration and the other demandsrespectively. Basing on the population and the standard of grain ration, this paper forecaststhe demand of grain ration. Basing on the development level of stockbreeding, the paperforecasts the demand of fodder grain. In addition, the production of seed grain, theconsumption of industrial use, the wastage of foodstuff, the storage grain are all forecastedby the rectified scale way.Basing on the forecasting of food supply and food demand, this paper analyzes thefood security in Hebei province include the analysis from the balance, supply and demand.The innovations of this paper to hope for is: analyzing the food security and balancebetween supply and demand by foreign trade index and the development level ofstockbreeding, analyzing the food security of supply by grain production variation indexand the average foodstuff production for every people, analyzing the food security ofdemand by storage level of grain. At last, this paper brings forward some countermeasuresand suggestions to guarantee food security in Hebei province.
