Food is the basic material condition for human beings to survive and develop. In any country, both national leaders and common people all pay attention to food and its safety. Public management takes providing public goods and public service as its duty, and carries on efficient social activities for public affairs. Food safety, it is the main part of country safety; in order to insure a country or a region food safety, it requires governments' investment and framing macroscopic policy to regulate the status of food safety.The paper analyses the process of Chinese food safety management in 1990's, in this period our country had solved the problem of food security in quantity, and food safety was becoming more and more obvious, and analyses the food safety management system. The paper analyses the frame of food safety management system, and divided it into three parts that are organization system, technology system, and management system. The first part consists of food safety management sections and its' duty; the second part consists of testing and inspection system of food safety, standard system of food safety, information system of food safety in China; the third part consists of law and regulation system of food safety, inspection system, certification system. The paper analyses the duty and its function of all the system. In the paper, take milk powder case as the example, and use the theory of second-hand market and asymmetry to analyses the case, in order to illustrate the problems of food safety management in our country. The paper proposes the frame of food safety public management system by the use of the theory of management and public management. The paper takes vegetable as example to construct the food management system in our country, and in produce, processing and circulating fields construct vegetable safety management system, and analyses in theory the aim of vegetable safety public management, vegetable safety, and take it as the example and propose the police and measures for food safety public management system in our country at now and future.The paper uses the way of system analyses, case analyses, and the theory of public goods, asymmetry, and lemon market, in order to analyses food safety management and get the conclusions that are good to construct the food safety public management system. That is food safety has the character of public goods, the content relating to food safety as food quality inspection, food safety information system, early-warning and control system of serious food safety case, all of the work has the relations to the character of public goods and we should deal the work with the theory and measures of public goods; there are serious market defection and that is the reason why the government involve food market, in order to ensure national food safety, there need the governments to invest and make the macroscopical policy to regulate and control food safety; in future the tendency of food safety public management lies in solving the problem of food safety external character, and direct and correct the personal food safety tendency, in order to realize the sustain development of the food resource.
