Exploration And Practice Of Performance Management Of Qinshan Phase Ⅲ NPP Operators

Since the 80's of the last century, the market competition has been fiercer by the acceleration of the economic globalization. In this competition environment, an enterprise must aim to seek stronger competitive edge by constantly improve its overall performance. As the practice proves, implementing performance management is an effective means of improving the enterprise performance.Excellent human performance is an objective pursued by the nuclear power industry in the whole process. The administer organization agency of nuclear power plant (NPP) and all the plants in the world are searching for the effective means to improve the human performance. As proved, improving the operator's performance is the key means of improving the performance of the nuclear power plant. The operators'performance is a combination of team performance of the shift and individual performance of operators.Qinshan Phase III NPP explored and practiced to implement the operator's performance management and instituted a set of systematic procedures to evaluate and manage the operator's performance. Key Performance Indicator Method, Easy Sort Method and All-perspective Method have been applied to the team performance evaluation while applying Critical Event Method and Adverse Event Method to the evaluation of the individual performance of the operators, hence closely linking the individual performance to the team performance. Meanwhile, OPEX feedback system has been in full use to make root-cause analysis, develop corrective actions and follow up the corrective actions.
