With the rapid development of opening-reform policy, market economy system is be constructed and complemented in our country. With China joining into WTO, the market circumstance at home and abroad in which our construction corporation survive is varying sharply. State-owned constructed corporation is turning to market economy system from planed economy system. On one hand, those corporation can choose proper strategy according to the external circumstance transform and their own resource after breaking away from planed economy system. In this way, they would promote their own development through grasping opportunity. On the other hand, with the economy system reform going deeply, state-owned capital withdraw from the competitive domain, so those corporation have to transfer into companies. They are not "state-owned" corporation no longer, so of course they can not carefree depending on finishing the state mandatory plan. The market opening widely, external economy globalizing and integrating quickly, the whole Industry all over the country competition in one area, especially a lot of transnational corporation coming into our market, those corporation have to face more and more threat.N municipal engineering corporation who has 50-year-history at least in this Industry engage in construction mainly. In order to promote the output value year after year, the corporation comply with the trend of reform and the need of market after sort out the relation of property right, offering new strategy, setting up group, adjusting main business composition, so grasping whole situation, heading for commanding height. Along with the development in these two years, talents become badly needed in the corporation. To a corporation, talents are the most important. So in this article the author bring out the research on human resource programming of municipal constructed corporation example for N municipal constructed corporation.In this article the author apply most of theory of management especially strategy management, such as PEST analysis, SWOT analysis, tendency regression analysis. At first, find out the problem of the corporation in human resource. Secondly, offer the main method to resolve the problem, discussing how to promote the management of human resource in the N corporation. At last, basing on the discuss of developed strategy pattern in the N corporation, ascertain the whole developed strategy about human resource and the application project, in order to resolve the critical problem during the application course.The meaning of this article is reference to those construction corporation who just finish the reform of property right and is building the human resource programming.
