| From the perspective of the whole world, a quarter of economic aggregate is related to project management, which indicates project management is widely applied. Construction enterprise must lay the stress of management on project management, consolidate project management, implement project cost control, progress control and quality control to accomplish contract objective of project and finally the purpose of comprehensive economic benefit improvement and obtain social reputation in all directions, thus win the wide space for the survival and development of enterprise.Progress, cost and quality together form the objective system of project management and they connect and impact each other. When one changes, other one must change. Among them, progress and cost connect most. Cost deviation control only compares the deviation from budget and not provides the method of the comparison between schedule and accomplishment of work. Progress deviation control provides the comparison between plan and actual execution and not includes cost. Therefore, the comparison between cost deviation and progress deviation must be made and the synchrocontrol of progress and cost becomes the urgent problem of project management to settle.The study of the article is aimed at the introduction of synchrocontrol method of progress and cost into construction project management to promote the control level of cost and progress of construction project and meet the demand of market economy development and accords with international practice to make the enterprises of construction achieve the cost objective of project.The article analyzes the relation between cost and progress in project management as well as the current conditions of separation control then explains the origin, history and development process as well as the basic application procedure, basic data and main counting methods of "Value-earning Method" on the base of "Earned Value Concepts". Finally, it introduces the advanced theory of "Value-earning Method" into the synchrocontrol of progress and cost of project and represents the implementation procedure of this method by the residential project of Luonan D4 district. The practice shows that the synchrocontrol method of progress and cost of project "Value-earning Method" is a scientific cost control method and a scientific and reasonable project management idea, which measures the progress of project by currency volume instead of earthwork volume and bases upon the synchrocontrol of cost and progress.The successful application of this method in the newly constructed civil building with the total cost of 57,000,000 RMB yuan and the construction period of 1 year, achieves the three large control objectives of progress and quality and cost. The study of this project results in an operational method for the effective application of "value-earning method" in the synchrocontrol of progress and cost of project.The features and innovation of this article are mainly represented by: 1.further discussion for the value-earning theory, 2. the achievement of synchrocontrol of progress and cost through the introduction of value-earning theory in project management and the application of synchrocontrol method of progress and cost in house building project. |
