Along with the gradual development of the information age, the importance of the project cost management is more and more obvious for construction enterprises. In order to prevent the extensive management overflowing in cost control, to make each target tend to be the best result, to achieve the expectations in quality and safety, progress and effectiveness, and finish the task successfully, this thesis applies the theory of earned value management to achieve the effective control of cost management.Earned value management is the most simple and direct means in project cost. It takes all the controlled objectives into consideration in project management, grasps and achieves overall joint control of target management, which makes outstanding contribution for modern project management. Earned value management combines cost control and progress control with each other, which achieves integrated control and management of cost and progress and let each process and aspect of project management could share the data of whole project.This thesis takes the project of Changsha-Kunming high-speed railway as an example of case, adopting the method of combining theoretical research and case study, on the basis of studying domestic project management status and earned value management theory, by analyzing the concrete practice of this project to study how to build project implementation plan which is on the basis of earned value management, how to analyze the earned value management of cost-progress, and how to apply the analysis result to properly improving management methods, and so on. Through the above process, to try to get the initial experience of earned value management analysis, project control and project performance analysis, which provides the experience and methods that might be learned in the future project when the earned value management is adopted.
