Study On Income Distribution Equity In View Of The Harmonious Society

Building a Harmonious Socialism Society is our country and party's great assignment. The gap of income distribution is expanding at present stage, this condition leads to social unfair, and it's becoming a difficult problem on building harmonious society. Profoundly understanding the source of income gap and resolving the problem of distribution equity is a main requirement on building the harmonious society. There are three sections in this dissertation.Section one mainly analyzes the import effect of income distribution equity to build a harmonious society. Income distribution equity is a basic request to fairness and justice, and it provides a guarantee to social stabilization and orderliness. Distribution equity is an important qualification to economic development. It also makes people grow healthily.Section two mainly researches on the actualities and reasons of the massive income gap and its influence to build a harmonious society. By analyzing the expanding tendency of the income gap within whole people, city and country, different regions and different industries, this dissertation proposes that there are many reasons lead to this condition, such as policies, market reformation, out-of-order distribution, public resource distributed unfair, social security absented and so on. This massive income gap brings on bad influences to social stabilization and reformation.Section three focuses on the study of improving three distribution's function to win distribution equity. The first distribution should be insisted on the principle of "giving priority to efficiency with due consideration to fairness". As it sticks to the priority of efficiency, it also should improve labor force flowing reasonably, make the labor force's value regressed, ban unlawful income, reform monopolization industry's distribution to achieve fairness. The second distribution takes fairness as its principle, and government is the leading actor. Improving the social security system and tax system are main steps for the fairness of the second distribution. The third distribution can adjust the shortage of the first and second distribution. Charity as a hard core in the third distribution has its inevitable effect at present stage. So, it is necessary and urgent to promote charity undertaking in China.
