Research On Status And Countermeasures Of Agricultural Industrialization In Wenzhou City Of Zhejiang Province

Based on the investigation of current situation, problems, basic policy and principle of agricultural industrialization in Wenzhou City, the primary countermeasures for accelerating the agricultural industrialization process were put forward according to actual situation of Wenzhou City in present paper.On the basis of investigation and analysis of the process of agricultural industrialization in Wenzhou City, author found the leading agricultural industries with obvious characters of regionalization, large-scale and professionalization developed gradually, agricultural leading enterprises had made great development and with strong driving capability, the Organization level of farmers was enhanced continually and the circulation market was constructed fast, the market system was being perfected and commercial rate of agricultural products was increased gradually, the organization form of agricultural industrialization was various and the connection between production and sale was closed and remarkable success had be achieved in construction of production base of special agricultural products. But there were also many problems restricting the agricultural industrialization process. These problems were as follows: small scale of agricultural leading enterprises with relatively weak competitive ability, small scale of farmer's management limiting division of farming work and with low benefit of scale, weak relationship between farmers and enterprises. Furthermore, the supporting policy for leading enterprises of agricultural industrialization had not go to position, bottle-neck restriction was terrible, the transform of government functions was not in harmony with the agricultural industrial production and the market development, the contradiction between the land rent mechanism and the large-scale management had not solved effectively and agricultural worker's quality was not high.Based on former analysis, the paper designed specific strategies and measures for the development of agricultural industrialization, those strategies and measures include making change of our idea, adjusting our way of thinking and awareness, increasing supporting intensity, did well in service, accelerating system innovation, helping leading enterprises develop better; fostering agricultural mainstay industries that had advantages and features according to the idea "greatly increasing and greatly decreasing", improving agricultural products quality and scientific and technological content to raise the competitiveness of enterprises, developing various intermediary organizations to improve farmers' organizations degree, improving agricultural industrialization linking mechanisms within the system, increasing financial support and risk prevention efforts for the agricultural industrialization, continually exploring and innovating the land rent mechanism to promote agriculture industrialization, speeding up the progress of agricultural science and technology, improving the quality of agricultural practitioners, building operational mechanism of the agricultural science and technology for agricultural industrialization, strengthening system construction of agricultural standard and inspection of agricultural product quality and security, deepening rural reform, rationalizing rural property relations and resolving bottlenecks problems.
