The enterprise competition will certainly be more and more fierce with market economy. In the fierce market, in order to make an enterprise base self on sure ground, we must improve the enterprise's synthetical quality. The strategy of training men for profession, attracting talented persons, firmly detaining the talented persons, and playing their role to maximum limit is not only an important aspect to improve the enterprise quality, but also an effective way to base the enterprise self on sure ground in the market competition. The overseas outstanding enterprise was already full realized to that the enterprise's competition was in essentially the talented persons' competition, and that the talent persons' disparity will decide the enterprise's disparity on basic. Both the Japanese enterprises, which pay great attention to the team spirit and the sentimental management and the European and American enterprises, which pay great attention to the market disposition and the material drive have sped up the steps of the transforms of the human resources management through mutually studies and the model unceasingly, started to pay great attention to the short-term and long-term drives with proper attention to both, searching and gathering the rigid system and the flexible culture, and the unification of the individual competition and team spirit. More importantly, all the outstanding enterprises in these developed countries have attached more importance to the human resources management and prompted it to strategic status symmetrical to the knowledge economy background.The Jinan Chengda Installation Company is a comprehensive company which operates in the field of engineering project instruction, electronic stuff sales and machine manufacturing, having annual output of 60 million yuan and 428 employees. Facing the integration of the world economy and the new situation of China joining in WTO, the most important problem that confronting The Jinan Chengda Installation Company comes into being, which is that how to design the framework of the human resource strategy that can match up with the enterprise overall strategy. Centering on the human resource strategy problem of The Jinan Chengda Installation Company, this dissertation makes study on seven parts: preface, General situation of the development of the theory of the strategic administration of the human resourcesthe situation and analysis of foreign human resource management and the existing problems and situation of Chinese human resource management, the situation and existing problems of Chengda Installation Company human resource management, the human resource management strategy choosing of The Jinan Chengda Installation Company, the imposing of the human resource management strategy of this company, Conclusion. Basing on these analyses, this dissertation hope to give some ideas and wisdoms to the development of The Jinan Chengda InstallationCompany.This dissertation talk about the development history of the strategichuman resource management first, arguing that the implication of the strategic human resource management is a series of human resource deploy and management behavior adopted which have plans and strategic meanings in order to realize the enterprise objectives. The strategic human resource management focuses the attention of the organization on the changing of structure and enterprise culture, the organization productivity and performance, the development of special capacity and management innovation. The objective of the strategic human resource management is: through ensuring the organization can obtain the employees who are highly motivated and have better skills and capacities, the organization can get sustainable competition vantage, and on this base build its strategic strategy, depending employees to realize strategy objectives and depending the core human resource to build the competition vantage.This dissertation argues that all enterprises must raise the human resource management to a strategic level, and take it as the core portion of the enterprise strategy. The dissertation points out that the specialty, un-substitutable nature and un-imitative nature of human decides that the human resource is the critical strategic resource composing the enterprise core capacity directly. The dissertation thinks that the design of the enterprise human resource strategy should follow the following procedure: deciding on the enterprise mission and objectives, analyzing the interior and exterior environment (SWOT analysis), choosing the overall strategy, deciding on the need for human resource (including skills, capacity and culture), undertaking the innovation of the human resource management, then on this base, adapting the human resource strategy to the interior and exterior environment so that making the human resource strategy match up with the enterprise strategy.This dissertation takes The Jinan Chengda Installation Company as a case, then basing on the analysis of the present situation and characteristic of The Jinan Chengda installation Company, This dissertation points out the existing problems in the human resource management of The Jinan Chengda Installation Company. Taking lessons from the successful practice of strategic human resource management of foreign company, and capitalizing on the strategy analysis tools such as SWOT analysis. Pointing out that The Jinan Chengda Installation Company should choose low cost strategy and portfolio strategy as the overall strategy. Then basing on the overall strategy, this dissertation designs the framework of human resource strategy—which includes mind direction conducting, enterprise culture cultivating and human resource management system improvement—that can match up with the overall strategy.
