The Research On Improvement Of Shanghai Customs Liquidation Procedure Based On Risk Management

As is known to all, Shanghai is the biggest port of China. In recent years, the liquidating quantity of Shanghai customs has grown rapidly, while the customs personnel almost remains still. With traditional ideas and methods of management, it becomes more and more difficult to adapt the development of situation. How to raise the speed of declaration while guarantee the management quality at the same time? How to ensure the persistent and harmonious development of Shanghai Customs? With comprehensive investigation and research, we find that the only way to solve the problems mentioned above is using risk management to improve the present liquidating procedure.Simplified, risk management is a methodology of treating different object in individual way by identifying and assessing risk to maximize the management efficiency. In nowadays, risk management has been widely accepted in customs. In our opinion, more attention should be paid to the procedure before and after goods declaration. Applying of risk assessment, individual documents examining and post auditing would be very necessary in raising liquidation speed, controlling risk of violation and disposing administrative resources.This article concentrate on the problem analysis and research of Shanghai Customs liquidation system, including enterprise management system, electronic documents examination system, inspection setting system, decision support system and post auditing system. Try to find out the weak link in the declaration procedure and improve Shanghai Customs liquidation management with risk management by rearranging the old mode. The final objective of the research is to establish Risk Automatic Identifying Liquidation System which is designed to implement a liquidation management of diversity. It pays more attention to high risk enterprises and goods, reduce the restriction to low risk enterprises and goods on the basis of risk assessment and assortment. The establishment of Risk Automatic Identifying Liquidation System can raise management efficiency, speed up goods clearance, decrease risk of smuggling, and finally enhance the supervision ability of Shanghai Customs.
