Chinese manufacturing industry has made rapid progress since reform and opening. But the technological abilities of most of the manufacturing enterprises are still poor. Specially, almost all of them lack the key technologies. While transnational corporations have been increasing R&D investments in China, it may be an effective way for Chinese manufacturing enterprises to develop transnational R&D strategic alliances for improving their R&D abilities.This article consists of six chapters. Chapter 1 includes the review of literature, the purposes and clue of this study. In Chapter 2, the definition and characteristics of transnational R&D strategic alliance are summarized, and the transaction cost theory, value chain theory and resource-based theory are introduced as the theoretical foundation of this study. In Chapter 3, a comparative analysis on R&D development in Chinese manufacturing enterprises is done. Chapter 4 includes the motive analysis and a general model on developing transnational R&D strategic alliances for Chinese manufacturing enterprises. In Chapter 5, some suggestions on developing transnational R&D strategic alliances for Chinese manufacturing enterprises are given. Finally, the article draws some conclusions.The article indicates that Chinese manufacturing enterprises should deal seriously with the key sections and factors in the course of developing international R&D strategic alliances, for developing successfully transnational R&D strategic alliances and improving effectively their R&D abilities. These sections and factors include basically selecting partners, framing protocols, exchanging in culture, communicating with each other and establishing trust relationship etc.
