Being a relatively complex social phenomenon, smuggling crime is a comprehensive reflection of society, politics, economy, culture and other various elements. It is a serious economic crime which has a direct impact on national tax and brings shocks to the normal import and export trade. Great importance has always been attached to campaign against smuggling in China. After long-last combats, the development momentum of the large-scale smuggling activities has been effectively curbed. However, owing to existence of the gap between the commodity prices at home and abroad and the existence of taxes and regulation on foreign trade, smuggling activities still exist to some extent.The crackdown on smuggling is a cross-sector action hence all aspects of smuggling crimes be analyzed deeply. In terms of public administration, combating smuggling involves a series of law-enforcing departments, executive department, economic department, import and export enterprises and the public. Faced with an increasing complexity of law enforcement environment and a grim anti-smuggling situation, it is far from being sufficient to crack down on smuggling through Customs alone. The following actions should be taken immediately in order to benefit from joint efforts from all the relevant authorities. On one hand, the concepts of local interest orientation and selfish departmentalism supremacy should be reversed. On the other hand, an inter-department collaboration mechanism should be established by breaking down administrative barriers and breaking down barriers between different department and regions. As far as smuggling crime is concerned, the comprehensive influence of society, economy and culture should be taken into account. The combat of smuggling needs start with analyzing the causes for smuggling crimes and taking economic factors as the key to vigorously promote economic development, to enrich the people and to consolidate the border and to eradicate the breeding soil of smuggling activities radically. Synergistic governance is supposed to be carried out by the combination of the government administration and powerful economic progress so as to attain perfect management effect.On the basis of synergy theory, this thesis integrates the means of literature research, social investigation and case analysis, and makes the smuggling crimes at China-Vietnam border areas where Customs office is not established in Guangxi as study object to do some empirical research from the perspective of geography, climate, economy and society.After analyzing the basic features and contributing factors from the perspectives of geography, climate, economy and society, the thesis tries to realize the status of smuggling crimes at border areas where Customs office is not established, and then find out the defects of the comprehensive campaign against smuggling. Finally, the author makes related proposals to improve it, attempting to effectively curb, prevent and decrease smuggling activities at border areas, to give some practical implications for cracking down on smuggling at border areas where Customs office is not established and to safeguard national economic interests and to promote the economy.The introduction describes the background, the significance of the case studies reviewed and other related issues both home and abroad. According to statistics, the number and amount of the smuggling cases in Guangxi account for more than half the whole country. In this region the related study is not much, so this paper chooses to set off non-smuggling in the region as a form of empirical research object analysis. The first part introduces the smuggling, governance and coordination of relevant theoretical concepts, indicating a synergistic theory in the governance of smuggling. The second part addresses the characteristics and causes of the non-Guangxi-Vietnam border smuggling. It is pointed out that there is a wide range of people involved in smuggling in the region; internal division of labor gangs fine, modern tools, action tends to violence; wide variety of goods caused great harm; formally split up, in order to smuggle small quantities of high-frequency characteristics. From the reasons behind the economic development aspects, it is pointed out that the main reason for the formation of smuggling, while the contrast of the border to other ports, pointed Guangxi-Vietnam border geography and climate suitable for year-round trade, but also a long tradition in the trade cover, the border area is relatively lax controls, etc. These factors are indirectly to smuggle provides a convenient, so smuggling channel "business is booming." The third part talks about a typical case, analyzing the status quo of the region’s comprehensive control against smuggling. It is pointed out that although the existing measures have yielded good results and contained a large-scale smuggling of momentum, there is a misunderstanding there. Governance methods are simple, economic development is not enough and other defects. But it cannot eradicate the soil for smuggling radically. The fourth part suggests to strengthen the country from the global to the local multi-level promoting comprehensive control against smuggling, strengthen infrastructure construction of various types of defense from the specific implementation, improve border control mechanisms proposed to solve the economic problems from the root of the economy, through stronger border trade, exploration drive higher levels of open border free trade zone, and constantly enhance and upgrade the local financial resources and raise the living standards of the locals in order to fight against smuggling.
