The Research Of The Current Situation And The Strategy Of Our Country's Power Industry Reform In Market Economy

Along with the deepgoing of the socialist market system reform and the rapid development of electric power, computer, communication technique etc, our country is pushing forward a market-oriented reform in traditional vertical-integrated power industry in order to break monopoly and to introduce competition.However, which shape of reform on earth can really liberate power productivity and promote power industry to develop greatly? Although no common model of reform has been formed in the world, many countries have researched and practiced some models under their own situation. This dissertation briefly analyses the formation and the development of power industry, the main feature of modern power industry, the theory of market-oriented reform of natural monopoly enterprises in market economy, as well as the history of and the problems in our country's power industry. Also, this dissertation presents some examples of market-oriented reform of Britain, north Europe, USA, Canada, Australia and Korean, analyses their models and enlightenments. At last, based on our country's situation, this dissertation puts forward some resolution with the aim of providing some experiences for our reform and accelerating power industry's productivity development greatly.Our country's reform in power industry should be directed and accelerated by scientific development view. We should take the initiative to build and connect super high-voltage grid in China. We should improve our"Electric Power Law"as soon as possible in order to provide this reform essential legal guarantee.We should depend on managerial innovation to standardize and perfect electricity market. In consideration of our country's resources, we have to depend on scientific and technological progress to take an economic development way.We should carry on the reform in batches step by step. It's a good idea to choose the mode in which a part of electric consumption is taken part in market competition in order to build electricity generation market. As to electricity submission, distribution and sale, we'd better to make business separation but not structure separation.
