Energy and electric power industry is the most important support in today's national economic development. With the world economic globalization and market competition, there has a market reform tide that aims at breaking the monopoly, introducing the competition and loosing the government control in the field of monopoly industry. At the same time, the increasing demand of energy also require it to improve the efficiency and decrease the costs, so the world electric power market development is the result of the introduction of market competition. In the 80's of 20 century, as the Britain firstly split it's monopolized power industry system, and introduced market competition in the generation and transmission part, after then, western developed countries and some developing countries had their different model and different feature power industry reforms. This article analyze the market reform theories and typical models and also some problems happened in the reform process, so we could draw a good lesson and learn the successful experiences from the research to guide for our country's electricity reform. The article emphases on the research of China's electric power reform situation, and analyze how to prevent from reform risks arising from the market reform, so as to make the strategic countermeasures to improve our country's power industry development.
