Since80’s in20centuries, many countries have implemented electricity sector reforms. Although their electricity industry structure、plan and reform mode are different, but to break monopolization and construct an effectively competed electric power market have become the main aim in many countries. From the method, split the vertical monopoly, introduce competition to generation and retail sector, regulate transmission and distribution which bear the natural monopoly characteristics and build up an independent regulator, are the only way of electricity sector reforms. China’s electric power industry reforming plan release in2002was also in this way.20years passed, reform process is still very slow. How many mistake does china’s power industry regulatory reform has made? Does China’s reform have different from other countries? On the point of the China’s power industry regulatory reform, the paper make a comparison from the two aspects of time and space, we should learn from foreign experience in reform and lessons, analyze the drawbacks of China’s electric power industry regulation seriously and objectively, to find a way which suit the power industry development of China.The paper is divided into four parts:Chapter1, introduction, introduces the research background and methods in research. In this paper, the use of historical analysis and comparative analysis of the method are combined. Guided by the theory of regulation of natural monopoly industries, and use actual cases to summarize and analyze problems; Chapter2, proposed the functions of electric power industry regulation based on the analysis of the regulation theory of natural monopoly industries and the characteristics of the electric power industry, The electric power industry is typical of vertically integrated monopoly industries, to regulate it, we should take into its monopoly characteristics; On the other hand, electricity can not be stored requires the government that when we regulate the electric power industry, we should notice the different characteristics between the different segments of the electric power industry; In the chapter3, the author introduced the process of the regulatory reform of China’s power industry after the Reform and Opening-up in four stages, the paper focused on the adjustment of the electricity policy and regulation department changes, and then summarized the direction and goals of China’s electric power industry regulation. Chapter4is a description and also a comparison, it told the experiences and lessons in the power industry regulatory reform of three developed countries, in this part, the paper explained the government regulation should based on the market and also must exceed the market regulation by introduce the electric power market in UK and analyze the power crisis in California; Chapter5, the author analyzed two instances of China’s power industry regulatory reform, based on the instances, the author pointed out the issues of China’s power industry regulatory reform, and tried to find a way to deep the China’s power industry regulatory reform.
