The Research On Problem And Countermeasures Of Credit System In Construction Supervision Industry Of Sichuan Province

The implement of construction supervision system has greatly improved the management performance of Sichuan Province's projects construction and strongly influenced the perfect of construction market, the certainty of project quality and the effective use of construction founds. But with the rapid development of China's market economy, especially the entry of WTO, the canonical and scientific level of credit system is relative lag. There is a wide gap between Sichuan Province and foreign countries even some littoral developed areas in China. The negative effect along with it also limits sustainable development of Sichuan's supervision market.Based on the market investment on construction supervision of Sichuan, this paper objectively analyzes current situation on credit management system of construction supervision industry in Sichuan and expatiates various problems existing during the development in resent years: the lack of supervision in credit industry, the shortage of credit sense, the disunion of understanding, the emergence to strengthen credit information system of construction supervision enterprises, the lack of effective credit evaluation, the need of related laws and regulations, the absence of inner information management on construction supervision enterprises and so on. Then this paper points out the hidden reasons and presents negative influence including four main fields: the decrease of enterprises competitive ability, the prevalence of bad circumstance with chaos of industry order, the loss of customer and local enterprise's benefits and the restriction of contact with foreign construction supervision enterprises. According to the successful experience learned from foreign enterprise's construction supervision system on credit, and combined with Sichuan's local situation, the essay delivers solutions on government, agency, association of supervision industry, supervision enterprise, in addition with the following specific suggestions: the foundation of supervision enterprise's credit files with information open to break conventionality, the development of agencies with strong competence, the perfect regulation on enterprise's credit, the establishment of effective inspiration and sanction system, the direction of enterprises to strengthen inner credit management, the union and reconstruction of current supervision enterprises and the education and research on enterprise credit.
