During the last decades after its birth, Balance Score Card (BSC for short) has been widely generalized and applied as an advanced managing tool. So far, its application in small-scale start-up enterprises is not lubricated and there is no relevant template for reference. For small-scale start-up enterprises whose strategies are usually absent, literatures spend chapters to introduce BSC as an executive tool more than a combination of strategy and performance management.This thesis is based on the BSC theory and the study of the whole course from the establishment to the implement of BSC in Tyen Chemicals Co., Ltd. The thesis stated the utilization and scientificalness of BSC in details, explored the feasibility of applying with other managing tools and analyzed how to use and exert the BSC theory in the start-up small-scale enterprises. Meanwhile, the thesis explored how to adapt BSC to the Chinese culture.Considering the above, the thesis put forward the concerns will be exposed during the application of BSC in small-scale start-up enterprises. It raised the main idea of establishment and design of BSC performance system in small-scale start-up enterprises. With BSC system successfully established in Tyen Chemicals Co., Ltd, the thesis brought forward the idea of actualizing combination of strategy and performance management together and link BSC with actual managing procedures, to develop BSC as an integrated managing tool. At the same time, the thesis put forward innovative suggestions to the applying development of BSC in the future.
