In a word, the enterprise-cluster can promote the economic development of northeast China.At present, the most prominent problem in northeast China is the similarity in tendency of industrial structure and the duplicated construction of the same project. So, building enterprise-cluster reforming advantageous industries is a good way to solve this problem. As for the connotation, the clusters in northeast China are different from others in the common sense. These clusters are formed not by many small enterprises centralized naturally in one area but by the national macro control. Enterprise-cluster is advantageous to form regional industry predominance, and also to form regional central competence further more. Enterprise-cluster is usually in the form of regional characteristic industry-cluster, which is industrial atmosphere and synthesis competence formed by many pertinent enterprises. It is hard for other regions to imitate, and these clusters will be the headspring for the regional economy to develop strongly and continuously. In northeast China, the clusters'profit has already been very distinctive in automotive industry, equipment-manufacture, iron-steel enterprise and so on, which have already been the major strength in the development of regional economy. In the way of developing the clusters, social capital investment should be increased through establishing the network of social relations. To rebuild the old industrial base and support economy vigorously in northeast China, the state has enforced national debt fund and high-tech industries. This is necessary to revitalize the economy, but in the long run, developing industry vigorously is the key to accelerate the economy of northeast China.
