In recent years, Shanghai's economy and the volume of international trade continues a quick and steady growth, which greatly impelled the development of the Shanghai port logistics. Now Port of Shanghai has become the world largest freight transportation port and the third largest world container port, And has completed the first step project of Yangshan deepwater port, which began to work from February of 2005 in order to develop the Shanghai international shipping center.The construction and development of international shipping center needs the support of collection and distribution system. At present Port of Shanghai's collection and distribution system is not insufficiently perfect yet, mainly depends upon the highway transportation, specially the A20 and some main roads. While the proportion of railroad transportation and inland river transportation is excessively low. In this way, the Port of Shanghai's container road collection and distribution system has to face great pressure. It is easy to stop up the road, so to reduce the transportation efficiency and affect the port's traffic capacity. Shanghai government began to implement elasticity charge policy on A30 highway container vehicles from March 20,2006, in order to attract the container truck to step onto the highroad A30 to alleviate the containerization transportation pressure and balance the current capacity of collection and distribution network, guaranteeing the smooth of the whole collection and distribution system, and promoting the further development of the international shipping center.This thesis firstly sums up the theory highway charges and port logistics of the basis of reading a lot of literature material. Then analyzes comprehensively the present situation of Shanghai's port logistics so as to draw out the necessity of implementing elasticity charge policy on the container vehicles on the highway A30. In the next part the author uses plentiful data materials with the contrast method to study mainly the influence on the Shanghai's port logistics of implementing elasticity charge policy on container vehicles around the A30 highway, in many aspects such as turnover quantity, average transportation distance, current capacity, crowded degree, transportation cost and revenue. Finally the author focuses on the new questions of implementing the elastic charge policy...
