China has been experiencing fast development since the 21st century began. With the objective of setting up a harmonious society being established, caring for people's life is becoming an important task of the whole society. The problems that remain to be solved include how to ensure all people's health, how to provide people with low-priced and convenient medical care service so as to enhance the whole society's ability to prevent and control diseases. One of the solutions to the above problems is to improve community medical network to bring into reality"small health problems solved at community while serious ones at hospital". The State Council announced"The State Council's Directive Opinions on Developing City Community Medical Care Service"on February 24th, 2006 and held a nation-wide city community medical care conference studying and arranging work about community medical care service, which further specifies the central work in medical reform. Efficient community medical distribution is prerequisite in establishing community medical stations. This paper made helpful exploration about setting up community medical distribution system and medical business information platform.The paper introduced and analyzed the development and current situation of medicine logistic trade home and abroad. It especially compared America with China in development and trend of medicine logistics, and analyzed factors that might affect China's medicine logistic development such as macro policy, industry structure, market situations, sales patterns, medicine distribution and so on. With medicine distribution among Jilin City communities conducted by Jilin Yuandong Pharmacy Corp. taken as example, and the integrated use of theoretical and practical knowledge about logistic management, e-business, distribution management, the paper made a thorough and systematic planning and design of medicine distribution and management information system from both medicine logistic distribution and medicine business information platform angles.Medicine distribution is a special and comprehensive activity in medical logistics. It is the close combination of business logistics and medicine logistics, which starts from logistic knots (medicine distribution stations), provides"door to door"supply service according to customers'requirement of order and schedule, and realizes the aim in safety, accuracy, quality and relatively low cost. It's practical to make reasonable plans and researches on medicine distribution system in order to make medicine distribution better-organized, more smooth and efficient, reduce logistic costs of the whole society, and increase productivity.E-business in medicine means that network members including medical organizations, medicine distributors, medicine producers, banks, and medical information service providers offer safe, reliable, open and maintainable medical business platform to customers through the Internet. Medical organizations via e-business may get medicine purchase specialized, socialized and informationized. Medical e-business would build an electronic transaction platform between hospitals and manufacturers which integrates making deals, negotiating, creating orders, signing contracts, settling accounts on the net, monitoring transactions, analyzing data and other functions. Researching on application of information technology in medicine distribution would not only improve the manufacturers'productivity, but help the manufacturers and other logistic enterprises become more competitive in society as well.The paper made an exhaustive and profound analysis on the characteristics of China's medical logistic distributors, introduced logistics in terms of basic theories, distribution approaches, distribution flows, selection of vehicles for distribution, and planning of distribution paths. It especially introduced"economizing on miles"and VRP theory models, which were employed to choose distribution paths and make systematic plans, based on the specific locations of enterprises and medical service stations, for community medicine distribution. Programs for building business information platform resulted from exploitation of the Internet and electronic payment system offered by the commercial banks. Also, the paper introduced Web, electronic data exchange, online payment and information safety technology in the medical business information system.While it explored and researched on logistic distribution system in theory and practice, this paper contained defects in the design of medical business information platform, which requires improvement in future work and studies.
