With the arrival of the economic globalization era, the enterprises are facing fierce competition in domestic and international market. Enterprise managers have realized that the competitiveness of enterprises in the final analysis is the talent competition. Therefore, enterprise managers are paying more and more attention on human resource management. As performance management is one of the core ideas and methods of human resources management, many enterprises are actively exploring effective ways to improve organizational performance. The Balanced Scorecard (BSC) and Key Performance Indicators (KPI) which were put forward by Westernschoolar has laid a theoretical foundation. However, due to the difference in operation mode, management system, management infrastructure and enterprise culture, how to use BSC and KPI effectively still need deep study. On the other hand, with the deep research of information technology (IT), how to utilize IT to support effective performance management in enterprise, is a serious problem to be solved.Based on the completion of the personnel information management system development and application of Kunming Yunnei Power CO.,LTD, and the potential need of Human Resource Performance Management in this enterprise,this paper was compeleted. The implementation process of human resources performance management based on the BSC and KPI was analysed from the perspective of strategic management and strategic objectives enhancement in this paper. Taken the characteristics of China's enterprises into consideration, the four dimensions of the BSC were extended into five dimensions which were financial, customer, internal business processes, learning and growth and social benefits. By choosen AHP for the indicator weight desige and fuzzy comprehensive evaluation method for the assessment results points, the methods of constructing the performance management indicator system and classifying the results of the assessment were described in detail in this paper. Besides, the object-oriented UML use case diagram and the procedure-oriented U/C matrix were choosen for system requirements analysis and system functional design. On that basis, the system architecture design and system development of KPI+BSC-based human resource performance management were completed.The KPI+BSC-based human resource performance management framework is provided in this paper. Since it has certain flexibility, enterprises can configuration performance management indicator system dynamicly according to its business model, business focus and industry characteristics to meet its individual performance management needs.
