| Striking achievements have been made in national economy and social development since reforms and opening of China over these twenty years. In the sustainable and rapid economic development some problems arose which have caused greater pressure on resources and environment and given rise to many social contradictions such as the growing gap between urban and rural areas. The issue of agriculture, rural areas and fanners (ARF) are the key to the building of a relatively well-to-do and harmonious society.Rural surplus labor forces' transfer is of vital importance to ARF because of its absolute and relative large number. This large population locked in the rural areas results in the slow rural economy advancement and greater difference between rural and urban income, threatening social stability and the forward movement of our social economy as a whole. Its successful resolution proves to be the key to both ARF and to the process and success of Chinese modernization in the new century.By means of main normative and qualitative study assisted with positive and quantitative analysis, I have looked into and discussed the causes, present situation and the transfer of the rural surplus labor forces with the result of some solutions and strategies. After a contrastive study, analysis and identifying of the success of labor transfer abroad and home that have been done, I put forward a way that may realize an efficient transfer in our country, that is, by combining rural and urban employment, deposing the surplus labor forces at their own places, and transferring them to a nearby or far-off city. A Chinese-featured urbanization will be tried by taking into consideration its advantages and disadvantages, laying a solid foundation, well tapping the potential and exerting greater strength to develop it A tight combination of rural labor transfer with the urbanization and industrialization will pave the way for a multi-leveled and multi-channeled thorough transfer of surplus forces in rural areas in Chinese. |
