Research On The Core Competence Cultivation Of Chinese Construction Engineering Quality Test Institutions

After taking part in the WTO, domestic construction engineering quality test market is turning fiercer with the opening of test market of our country and foreign test institutes' coming into china market, which brings great challenge to domestic relevant field business. At present construction engineering quality test system of china is yet to be developed, relevant test market is yet in process of standardization, which results into a low core competence of construction engineering quality test institutions—there is still a long way to go to satisfy requirements of market competition. The low core competence makes bad influences upon the healthily development of construction engineering quality test industry. How to cultivate and improve core competence of construction engineering quality test institutions has been an important study task which will promote the development of institutions in this field in our country.Based on this background, this thesis mainly does research about the cultivation of construction engineering quality test institutions' core competence through philological, interviewing, qualitative analysis combing with quantitative analysis, graphic expression, modeling, systemizing way etc.With basis of domestic and foreign researches about enterprises' core competence and integration with some theories of domestic construction engineering quality test, the thesis makes annotation for the definition, characters and function of core competence of domestic construction engineering quality test institutions. The thesis verifies and estimates on construction engineering quality test institutions' core competence, establishes identifying model, integrant model and appraisal index system, gives estimating method and establishes fuzzy synthetical appraise model. Then the thesis makes use of the previous mentioned appraisal index system in studying phenomenon and behaviors lying in low core competence of domestic construction engineering quality test institutions and investigates the reasons of low core competence from both inner and outer sides. At last, the thesis gives the solutions in cultivating domestic construction engineering quality test institutions' core competence basing on the reason, which states as follow: Through making a strategic plan for the development of test institutions' core competence as instruction and taking customer's value as guidance, optimizing business process, system innovation, human resource developing, outstanding enterprise culture cultivation, building learning organization and cultivating a main body suitable in market competence, meeting customer's satisfaction and maximizing customer's value, establishing core competence in domestic construction engineering quality test institutions and providing customer with high -tech and high-quality construction quality test service.This thesis introduces and makes an attempt study on cultivation of core competence into construction engineering quality test field in our country at a time when which is about to execute in marketing in our country, and also is providing an instruction for development of domestic construction engineering quality test institutions and a reference for the administration upon construction engineering quality field business and scientific decision making by government.
