In 2005, I participated in the project of railway Ministry presided by instructors, named as "the education and training of Railway operation main kind of workers system research," I was responsible for the subject" the main kind of technology workers training incentive mechanism railway operation". Then this article is finished through further investigation, expansion and theory consideration based on the subject report.As the backbone of our transport system, railway is a national economic artery. In the face of the long-term planning about Railway development by leaps and bounds and short-term objectives of the sixth large-scale speed, Railway technology workers are unable to meet the needs of the development of high-speed railway in the cultural or technical facet, so it is important and urgent to train the existing skilled personnel.The existing training system of railway is flawed and technical workers lack in the train enthusiasm. The reason is that railway training lacks in effective incentive mechanism. Through investigation, the writer find that the factors which affect railway training are as following: Firstly, the railway training is not consistent with assessment, employment and salary. Secondly, the way of Training is too single, and the training can not solve the problems existing in railway technology workers timely and effectively. Thirdly, railway training is just implemented orders from higher managers, and training is not on demand, the effect is not well. Fourthly, Technical workers are passive recipient of training, the training lacks in the communication mechanism.According to the above issues about railway training, the article uses the motivation, training and development theory and the research on Humanity hypothesis in behavioral science, the theory of learning organization, the idea and methods on democratic thinking management, suggest that railway should establish an integrated incentive mechanism about training and build investment-benefit analysis model. Based on the above advice, this article puts forward the further direction about railway training, changes "passive training" to "actively training"," let me learn" to "I want to learn", changes the training idea about technical workers gradually in order to make the railway become a learning organization.
