Social development is more and more quickly, the competition between enterprises is becoming more and more incentive, but the final analysis is the talent competition. The enterprises in order to always in the invincible position, it must take a series of means to attract talent, retain talent, also it must constantly improve the quality and ability of the existing staff. Now state-owned enterprises developed a series of incentive mechanism, including salary, performance, training, promotion and welfare. They hope to arise the enthusiasm of staff and excavate its potential through these measures, creating greater value for the enterprise.Based on a lot of incentive theory at home and abroad, extracted partly employees as a sampling survey, combined with the results of satisfaction survey, a research and analysis had been carried on the base stations staff incentive mechanism.We found that ignoring the environment changes,lacking the enterprise culture propaganda, lack of the spiritual motivation and poor execution might be the cause of the defects in the incentive mechanism.Suggestions are put forward, aiming at improving the phenomenon that uncompetitive salary system, imperfect performance appraisal system, poor execution,deviative training content, the lack of strict examination and single promotion channels. Changing incentive idea, establishing dynamic compensation system,formulating fair and just democracy system, on-demand training plan, ending "job fatigue" phenomenon and emphasizing the elastic welfare measures, have a great significance in building a reasonable and perfect incentive mechanism.
