The modern human resource management theories believe that the person is the most active factor in the productivity and the first resources in the company, the purpose of performance assess is to develop the employee's inside motive with maximum in the dynamic and open management process .The performance assess is the base of all parts of human resource management, such as the employee's salary assurance, the training and the encouraging. So it is the foundation and the key of the modern human resource management.By analyzing the VIP customer service performance assess system of MM UNICOM, the purpose of the paper research is to point out some defects of the system. And then, put forward the new performance assess system of the VIP customer service according to the facts. And also, the author expresses that the performance assess is one studying and controlling process and the objective of performance assess is not for the result, but for the good performance of both company and employee through the dynamic and bidirectional communication.
