Based on introducing Huabei Oilfield general situation and the theory of enterprise developing strategy at home and abroad,we present an analysis roundly of the outer circumstance that land use management stratagem is facing with,such as national land policy and market economy of oil field enterprise. Combine with the real instance of oil field land use management, the inside circumstance of land management of Huabei Oilfield is analyzed detailedly and thoroughly.
