From Administration Area-Delimited Economy To Regional Economy

Administration area-delimited economy and regional economy are the two forms in the process of regional economic development. As China's socialism market economic system's gradually establishing and consummating, the impetus of economy development shifts from government to market, and the conflict between administration region and economic region has become one of the main factors constraining the regional economic development in China. Shifting from Government-oriented area-delimited economy to market-oriented regional economy is not only the necessity of china's reform and open and consummation of the socialism market economic system, but also the new motility to develop China's economy society.The western area of Heilongjiang mainly has Harbin, Daqing and Qiqiihar, and this area is important for heavy industry and the oil industry, and is the biggest one at present and has the best prospects for development. But in the present development, it has been limited by the traditional area-delimited economy. Therefore, Heilongjiang Province proposes the development strategy of development and construction of "Harbin-Dqing-Qiqihar industry corridor". This paper take "Harbin-Dqing-Qiqihar industry corridor" as the background, and propose that western region of Heilongjiang should be changed into the modern regional economy and from the traditional area-delimited economy, and finally, to realize the economy unification.This paper firstly analyzes the meaning of area-delimited economy and regional economy, and the relevant characteristic and the relation, then discuss the necessity of the transformation of area-delimited economy to the regional economy; Next,on the basis of development strategy theory of area-delimited economy, the theory of economy unification for western region in Heilongjiang and the corresponding strategy is put up. Finally, the industrial construction and countermeasure for Daqing of "Harbin-Daqing-Qiqihar industry corridor" was researched.
