Research On Regional Economy Development And Administration Integration Between Local Governments

Our regional economy developed quickly after reform and open police. As socialism market economy mechanism trends to perfect and local governments' self-benefit becomes great, there comes many problems in regional economy development. These problems baffle the birth of national unitive market and regional economy development. We should implement the cooperation of local governments to deal with those problems and accelerate the regional economy development.According to institutional economics and game theory, this paper analyses the conflict problems in regional economy development, such as industry structure tending to the same, infrastructure being built repeatedly, foreign investment being introduced by malignant competition, public affairs being governed badly and local protection's popularity. Then it finds the main reason of these problems is local governments' malignant competition and the lack of local governments' cooperation. Though central government and local governments carried out many policies and measures to deal with those conflict problems, the policies and measures had some shortages and can't deal with those conflict problems effectively. Based on the local governments' cooperation experiences of foreign countries in regional economic development, this paper brings out an innovation of local governments relations, which is administration integration of local governments.Administration integration of local governments is a cooperation mechanism of local governments by integrating local governments' administration rights. This paper demonstrates the important functions of administration integration of local governments in accelerating regional economy. It designs a model of implementing administration integration of local governments. And it analyses the possible problems caused by administration integration of local governments, gives some ways to deal with those problems. Then it takes Yangtze River region as an example to expatiate that how administration integration of local governments deals with those problems in the regional economy development.
