Research On The Development Strategy Of The Harbin-Daqing-Qiqihar Industrial Corridor

With the very quick development of the economic globalization and integration of regional economy, the global economy comes to the new phases of comprehensive cooperation. Enforcing regional economic cooperation has become a strategy generally taken by all the cities and regional governments in the world.At present, Heilongjiang province is carrying out a developing strategy which is Harbin-Daqing-Qiqihaer industry corridor. These are important strategic measures and steps to realize the corporation of regional economy. Harbin-Daqing-Qiqihaer industry corridor, which includes Harbin, Daqing, Qiqihaer, Zhaodong, Anda and so on, is a three-plus-two city group. Through regional interaction, how to give full play to each city's comparative superiority, and to speed up the regional economic development, and to promote Heilongjiang province economic whole development has the practical meaning, and deserves our research and discussion.On the basis of the brief elaboration to the regional economic theory and the administrative area economic theory, the article conducts the real research to the Harbin-Daqing-Qiqihaer industry corridor regional economic development strategy, and draws the following conclusions:1. Harbin-Daqing-Qiqihaer industry corridor is brought forward and enforced by Heilongjiang provincial committee and Heilongjiang government, but it is not based on the spontaneous cooperation willingness of the regions. But the construction of this corridor has realistic basis and advantages which include: Resources and energy superiority, industrial foundation superiority, city infrastructure superiority, technical superiority, policy superiority and so on.2. Compared with Changjiang delta and Zhujiang delta, Harbin-Daqing-Qiqihaer industry corridor exists considerable disparities which are mainly the overall weaker economic strength, the relatively weak infrastructures, the insufficient technical innovation ability. At the same time, there also exists some restricted factors, such as the related level is low, the industry structure tends to be identical, market mechanism isn't being perfected and so on.3. The article puts forward several suggestions to improve the development of Harbin-Daqing-Qiqihaer industry corridor: treating the administrative divisions with indifference, strengthening economic area functions, rational distribution of industry and division of labor, perfecting the infrastructures further, reinforcing the economic cooperation with Russia, using the preferential policies well and flexibly, changing the way of economic growth, building a system of technological innovation, attaching importance to ecological environment protection and so on.
