Problems And Countermeasures Of Agricultural Standardization In Shaanxi Province

Nowadays, Chinese agriculture is in the transition from traditional agriculture to modern agriculture, Fifth Plenary Session of the 16th CPC Central Committee goals for building new socialist rural areas, providing new opportunities for agricultural development. Since entering the WTO, China is facing the fierce international competition and serious challenges to agricultural products. With the increasing trend of global economic integration, international exchanges of agricultural products, technology and information are becoming more and more frequent. To protect their own interests, some developed countries are setting a series of new technical barriers to agricultural products'trade, which further intensify the international trade competition of agriculture products. Therefore, how to improve and ensure the quality of agricultural products, improving agricultural competitive power in the international market has become the key measures and pressing needs of developing Chinese modern agriculture, promoting increase of farmer's income, agricultural efficiency and rural development.Agricultural standardization is an important and effective means of improving the quality of agricultural products, implementing the brand strategy of agricultural products, promoting the industrialization of agriculture and speeding up the agriculture development of Chinese domestic and foreign trade. Shaanxi is one of the major agricultural provinces in China and dominant producing area for agricultural products, i.e. corn, wheat and grain crops, fruits etc. and for some livestock, i.e. Qingchuan Ox, Guanzhong Donkey, Long & White Swine etc. In recent years, Shaanxi Province has made the active exploration on agricultural standardization and obtained remarkable development and a wealth of experience, but compared with the developed countries, its agricultural standardization still remains low and has many problems in the process of standardization. So approaching the problems and raising the development measures of agricultural standardization is of great practical significance to speed up the process of agricultural standardization in Shaanxi Province, promoting the resolution of "three rural" issues,guaranteeing the safety of agricultural products'quality.Based on the systematic explanation of the agricultural standard concept and the basic theory of agricultural standardization, this dissertation elaborates application and development rules of agricultural standardization theory. Through comparative analysis of the development of the domestic and abroad agricultural standardization, relying on the theories and methods of agricultural standardization, considering the present situation of the Shaanxi Provincial agricultural standardization development, the dissertation investigates the extension and implementation efficiency and existing problems of agricultural standardization in Shaanxi Province at the present stage via field surveys, case analysis and empirical analysis, from these, putting forward the five countermeasures to promote Shaanxi Provincial agricultural standardization development, ranging from agricultural standardization theoretical research, establishment of the scientific and practical agriculture standard systems circling on the key industries, agriculture standards extension systems based on agricultural industrialization, market supervision and regulation of agricultural products, to government supports and organizational guarantee, which provide a frame of reference for the government policies to implement agriculture standardization, and is of great guiding significance to the full implementation of agricultural standardization in Shaanxi Province.
