Analysis And Countermeasures Of Agricultural Standardization And Agricultural Products Detection System In Shaanxi Province

This paper adopts the combination of macro and micro analysis, specification and empirical, longitudinal and transverse combination, the combination of the method of combining theory with practice through investigation, interview, typical analysis and literature research, study the present situation and problems of Shaanxi agriculture standard and testing system. The main research results are as follows:(1)The related theory of agricultural standard system, the standard, the concept and connotation of agricultural standards are analyzed in this paper. The agriculture standard system and problems been discussed. Shaanxi agriculture standard system operation process of the formation and the main problems are: The implementation of the agricultural standard has yet to become farmers consciously action; Agricultural standardization problem study in-depth; Agriculture standard system is not perfect; Popularizing agricultural standard system and the lack of measures; A long-term mechanism for agricultural standardization has not been formed.(2)According to Shaanxi province agriculture standard work characteristics and the situation and problems, puts forward to establish a long-term mechanism of agricultural standardization promotion, guarantee full implementation of agricultural standardization, put forward to strengthen publicity and training; Combining with the Shaanxi province feeling, strengthen the standardization of agricultural scientific research; Adjust measures to local conditions, to establish a reasonable structure, scientific and practical agricultural standard system; The countermeasures of strengthening the construction of agricultural extension teams.(3)The present situation of agricultural products detection system been analyzed. The present situation and problems been discussed. Agricultural products detection system the main problems existing in the process of the formation and operation are: one is the function orientation is not clear, the overall efficiency is not high;2 it is system implementation does not reach the designated position, insufficient government input, single funding channel; Three is the hardware construction and ability construction, quality inspection institutions run at the grass-roots level, Four is the lack of effective incentive constraint mechanism, developing power shortage.(4)According to the quality and safety of agricultural products at home and abroad work characteristics and facing the situation and tasks, agricultural products detection system improvement measures are proposed: Clear quality inspection agencies at all levels function; Carry out the perfect quality and safety of agricultural products regulatory responsibilities; Strengthen the construction of talent team, to carry out the testing personnel qualification examination; Establish evaluation system, the implementation of dynamic management.
