A Study Of The Problems And Strategies In The Process Of Modern Agricultural Standardization In Xi'an

With the rapid development of modern industrialization and urbanization, the urban-rural integration process has been accelerated noticeably. Modern agriculture has emerged as a special pattern of agriculture in urban and suburban areas. Especially in China, as the result of industrialization and urbanization, the modern agriculture is expanding swiftly and has new mission in the future. Xi'an, as the capital of Shannxi which is a large agricultural and economic province, has the objective requirement, basic conditions, obvious advantages and qualifications to develop modern agriculture. At present, modern agriculture has become the theme of agricultural development in Xi'an and will have a promising future. Over the past three years, after referring to a large number of documents, compiling the interrelated data of dozens of typical modern agriculture parks around Xi'an and studying the government documents about modern agriculture carefully, the results concluded are as follows:(1) Applying the engineering principles, investigation and case analysis methods to modern agricultural development, the main problems found in Xi'an are as follows: the imperfect standard system, the lagging technical specifications and poor maneuverability; poor technical services and irrational popularization system. Moreover, there is no planning for urban agriculture development, no enough government supervision. The shortage of special technological talents limits the quality promotion of modern agriculture development and contradiction exists between"small farmers" and standardization. The quality and safety supervision system is needed to be perfected. The construction of brand and Industry Associations should be taken into consideration.(2)After studying the development of modern agriculture in Xi'an, I have proposed specific ideas about the construction of modern agriculture system in Xi'an. It mainly includes five parts such as standard system, technical service system, popularizing system, quality and safety supervision system and industrial development surveillance system. Among these systems, the key is to build a good standard system which will enable the modern agriculture standard to go into a high level.(3) The construction of five systems is being carried out in the vegetable production base of Gaoling county and the watermelon production base of Hu county. Great changes have taken place in the aspects of upgrading the industry, expanding the industrial scale and significantly increasing the economic efficiency.(4)The suggestions to develop modern agriculture of Xi'an are as follows: establishing the standard system to improve the standard production and management; building a group of technical services professionals and marketing teams; setting up a communicating platform of technology and experience; enhancing the quality and safety supervision of agricultural products; speeding up the product and service certification pace to enhance the industrial grades and achieve maximum efficiency; strengthening the government guidance and service to create a favorable environment, rules and regulations.
