Study On Urban-Rural Fringe Constructive Land Planning Management

Urban-rural fringe is an area which has important impact on a city's urbanization process. The land use in this area plays an influential role on urban construction and development of the rural area which can not be neglected. Many parts of China have proven that point. By studying planning and management of the constructive land in urban-rural fringe, the article summarized the existed problem, and initiate the solution.The demand increase of constructive land which caused by economic growth is the direct power of the city's expansion, If planning and management for this area are unable to meet this kind of trend, it will cause the confusion of land use. China's urban-rural dual management structure and the land requisition system has adverse affect on the implementation of the planning. The related incomplete legal system and the wrong execution caused that the planning is losing its seriousness, and planning has not been able to display its function. The lack of public participation in planning and management can not cope with the integration of urban-rural fringe and this area's complicated situation.The shortcomings of planning in operation is a factor which cause confusion of planning and management in urban-rural fringe. Shortage in decision-making of planning impacts execution of planning, Planning which failed to resolve the technical obstacles encountered, leads to that the preparation of land-use planning at this stage is not practical. Town planning and urban planning have no coordination, and led directly to that urban-rural fringe planning and management of construction land are in a chaotic situation.In oder to change the planning and management of land status, the existing problems must be solved. We must improve the system's environment, especially the land-use legislation to strengthen law enforcement, and ensure the legal status of the planning and its seriousness, and to strengthen public participation in planning.
